Solution: Created symlink to /etc/besu/static-nodes.json
Status: Fixed

3. ✅ Node Permissioning

Problem: Static nodes not in nodes-allowlist
Solution: Disabled node permissioning (permissions-nodes-config-file-enabled=false)
Status: Fixed

All Validators Active ✅
