cf04cd91be Final cleanup: move remaining files and add complete project summary 
- Moved FINAL_CLEANUP_COMPLETE.md to reports/
- Created COMPLETE_PROJECT_SUMMARY.md
- Root directory now contains only README.md and PROJECT_STRUCTURE.md
- All cleanup tasks 100% complete
